Tarehe 6 Mei, Kamati ya Bajeti ya Bunge la Tanzania ilikutana na wadau mbalimbali kujadili masuala muhimu ya kodi yanayoathiri sekta tofauti nchini, yakiwemo Skills Development Levy (SDL) na Pay As You Earn (PAYE). Kikao hicho kililenga kusikiliza changamoto, mapendekezo na mahitaji ya sekta binafsi ili kuboresha mazingira ya biashara nchini.

Kikao hiki kiliratibiwa na Tanzania Private Sector Federation (TPSF), ambacho ni chombo kinachowakilisha maslahi ya sekta binafsi, ambapo Tanzania Security Industry Association (TSIA) ni miongoni mwa wanachama wake washirika.

Matokeo Muhimu ya Kikao

Katika majadiliano haya, hatua muhimu ilipatikana:

1. Kupunguzwa kwa SDL kutoka 4% hadi 3.5%

Kamati ya Bajeti ilitangaza kwamba kiwango cha SDL kitapunguzwa kutoka asilimia 4 hadi asilimia 3.5. Hii ni hatua muhimu inayolenga kupunguza gharama za uendeshaji kwa kampuni na taasisi mbalimbali, na hivyo kuhimiza ukuaji wa ajira na ushindani wa biashara.

2. Masuala Mengine ya Kodi Kupelekwa kwa Kamati ya Kiufundi

Mwenyekiti wa Kamati ya Bajeti aliahidi kuwa mapendekezo na changamoto nyingine zilizowasilishwa kuhusu mfumo wa kodi zitaendelea kuchunguzwa. Masuala hayo yamepelekwa kwa Kamati ya Kiufundi kwa ajili ya uchambuzi wa kina na uthibitisho kabla ya hatua zaidi kuchukuliwa.

Umuhimu wa Ushirikishwaji wa Sekta Binafsi

Ushiriki wa sekta binafsi kupitia TPSF, na wanachama wake kama TSIA, unaonesha dhamira ya kuhakikisha kwamba maamuzi ya sera za kiuchumi na kodi yanaendana na hali halisi ya biashara nchini. Kupitia majadiliano haya, serikali na sekta binafsi zinalenga kuboresha mazingira ya uwekezaji, kuongeza tija, na kuchochea ukuaji wa uchumi.

Hitimisho

Kupunguzwa kwa SDL ni ishara chanya kwa wafanyabiashara na wawekezaji nchini Tanzania. Uamuzi huu unaashiria utayari wa serikali kusikiliza na kuchukua hatua zinazolenga kuimarisha sekta binafsi ambayo ndiyo injini ya ukuaji wa uchumi. Hatua inayofuata ni kuona mapendekezo mengine yakifanyiwa kazi kupitia Kamati ya Kiufundi ili kuendelea kuboresha mazingira ya kufanya biashara nchini.

Mwigulu Nchemba ameteuliwa kuwa Waziri Mkuu wa 12 wa Tanzania tangu nchi ilipopata uhuru mwaka 1961. Hatua hii imekuja baada ya Spika wa Bunge, Mussa Zungu, kupokea na kusoma hati ya uteuzi huo kutoka kwa Rais wa Jamhuri ya Muungano wa Tanzania, Mhe. Samia Suluhu Hassan, na kuitangaza rasmi mbele ya wabunge kwa mujibu wa Ibara ya 51(2) ya Katiba ya Tanzania.

Uteuzi na Uthibitisho Bungeni

Baada ya kusomwa kwa hati ya uteuzi, wabunge walifanya zoezi la kupiga kura ili kumthibitisha Mwigulu Nchemba. Mwanasheria Mkuu wa Serikali, Hamza Johari, alitangaza matokeo ya kura hizo ambapo Mwigulu alithibitishwa kwa kura 369, akipongezwa kwa wingi wa kura na kuungwa mkono na Bunge kwa kiwango cha juu.

Akizungumza baada ya kuthibitishwa rasmi, Mwigulu alishukuru kwa imani waliyoonyesha kwake na kueleza kuwa anafahamu changamoto nyingi zinazowakabili Watanzania, ikiwemo umasikini unaoikumba sehemu kubwa ya jamii. Alisisitiza kuwa serikali itahakikisha inawafikia wananchi wote bila upendeleo, na kutoa onyo kali kwa watumishi wa umma wavivu, wazembe na wala rushwa.

Kauli hii ilipokelewa kwa shangwe kutoka kwa wabunge, ikionyesha matarajio makubwa ya uwajibikaji ndani ya serikali.

Matarajio kwa Serikali Mpya chini ya Mwigulu

Kutokana na kauli zake za mwanzo, Mwigulu ameweka wazi kuwa serikali itawajibisha watumishi wazembe na kuharakisha utoaji wa huduma kwa wananchi. Serikali inatarajiwa kuongeza kasi ya maendeleo, kupambana na rushwa, na kuhakikisha Watanzania wanapata huduma bora katika ofisi za umma.

Wadadisi wa mambo wanasema uteuzi wa Mwigulu unaweza kuleta msukumo mpya katika kusimamia uchumi, kutokana na uzoefu wake katika masuala ya fedha na uchumi.

Hon. Sagini addressed owners of private security companies attending the TSIA meeting, emphasizing the need for collaboration with the Tanzania Police Force in the fight against crime.

The Deputy Minister for Home Affairs, Hon. Jumanne Sagini, has called on owners of private security companies in Tanzania to work closely with the Police Force in combating crime across the country.

Speaking to members of the Tanzania Security Industry Association (TSIA)—who are also private security company owners—he stressed that fighting crime is not solely the responsibility of the police, but a duty for every citizen. He pointed out that the private security sector is a key stakeholder in this national responsibility.

He further urged them to report criminal activities and hand over suspects to the Police Force when apprehended.

“It is my expectation that you receive many reports about criminal activities. Act on them promptly. If the reports require the involvement of the police, arrest the suspects and take them to police stations, or forward the information to the Police Force for proper action.”

Deputy Minister Sagini made these remarks while officially opening the TSIA meeting at the New Dodoma Hotel.

He also directed that all weapons be kept in secure and protected locations under the supervision of responsible and trustworthy personnel. He urged frequent inspections of the weapons and emphasized the importance of strict security to prevent the arms from falling into the wrong hands.

“Keeping firearms in a secure place is extremely important. Negligence in this area could lead to your weapons ending up in the hands of criminals, especially armed robbers, thereby worsening the national security situation.”

Congratulating TSIA on holding its 14th General Meeting, Hon. Sagini encouraged members to reflect on the sector’s progress and challenges and use the occasion to evaluate shortcomings and develop corrective strategies.

“This demonstrates that the Association is active. A strong and vibrant association is built when members come together to assess progress and discuss the future. I am aware of various challenges you’ve highlighted in your report.”

He also instructed owners of private security companies to ensure all guards wear identifiable uniforms, receive professional training—including in firearm handling—and establish a centralized database for storing staff information and coordinating operations.

The government has commended the Tanzania Security Industry Association (TSIA) for marking its 20th anniversary and for contributing to youth employment by creating about 3,000 jobs, helping to reduce the high number of young people engaging in informal or criminal activities.

This was highlighted in a speech delivered on behalf of the Guest of Honour, Hon. Kassim Majaliwa, by the Deputy Minister of Home Affairs, Hon. Daniel Sillo (MP), during the official opening of the 16th Annual General Meeting of the Tanzania Security Industry Association held at Midland Hotel Conference Hall in Dodoma.

“You have done commendable work in promoting domestic investment in the security sector—protecting people and their property. I congratulate you for maintaining good relations with other security and defense agencies. I understand you have a strong collaboration with our Police Force, as well as with the Fire and Rescue Force. Despite the challenges you mentioned in your report, I applaud your resilience, which I believe is a result of your strong leadership.”

“The communities you serve have been able to use your guards to report crimes and criminal suspects. Therefore, trust and confidentiality are crucial. In the fight against crime, I urge everyone to adhere to the country’s laws, especially those concerning human rights. There is a growing trend of people taking the law into their own hands by punishing suspects out of anger. Such acts are contrary to the principles of good governance and the rule of law,” said Hon. Sillo.

He emphasized that the Association holds a great responsibility toward its clients and requires high levels of discipline and patience. He called for improved employee welfare to enhance productivity, noting that poor working conditions can demoralize workers, making them vulnerable to corruption or involvement in criminal acts. There have also been reports of some guards conspiring in criminal schemes, with some even lending firearms under the pretense of being robbed.
